Stephen Zelcer

Stephen Zelcer is the source of Financial Education for Federal Employees. He stands at the intersection between Federal Benefits and personal finance, guiding you in what you could and should be doing to integrate your benefits with the rest of your financial life.   

Stephen specializes in financial planning for Federal Employees with an emphasis on retirement planning, asset management, and self-insurance. He has worked 1-on1 with Federal Employees at all levels, including executives and judges. 
In addition to his planning practice, Stephen is an accomplished lecturer.  He has delivered hundreds of financial literacy classes to dozens of federal agencies.  Since 2007 Stephen has taught over twenty-five thousand Federal Employees about financial planning and retirement. 

Steve Collins

For over 20 years, Steve has worked with his clients to strengthen their finances and help foster a better understanding of their financial situation.  He prides himself on being able to take complicated financial matters and simplify them into easy-to-understand concepts.  Steve has built a strong client base of local police and fire fighters.  The son of a retired Montgomery County police officer, Steve knows firsthand the many financial decisions facing local first responders today.  He has spent the last 20 years learning about their workplace benefits and serving their financial needs.

With a career spanning four decades, I have dedicated my professional journey to the dynamic and ever-evolving realm of the hospitality industry. Throughout these years, my focus has been on the work of accounts and budgets, contributing significantly to the financial success and operation efficiency of various departments.

In addition to financial acumen, my role involved collaborating closely with cross-functional teams. Building strong relationships with colleagues in operations, HR and corporate leadership has been instrumental in achieving my organizational goals.

I believe that in the landscape of finance, success is not solely measured in numbers but in the trust we build, the integrity we uphold and the positive impact we create.

Daniel Avnaim

Financial Management Associate

Growing up in Rockville, Maryland, Daniel graduated from Thomas S. Wootton High School. He then attended San Diego State University, where he earned a degree in Finance from the Fowler College of Business. In his spare time, Daniel enjoys spending time at the beach, hiking, and traveling.

Daniel also spends time volunteering and has been Nationally recognized for his philanthropic efforts raising money for ALS research.

Amy Lebeck

Planner

Amy joined the team in 2019 as a Financial Planning  Specialist. She has been assisting the team in developing our client webinars. Amy has a Bachelor’s degree in Human Services from UWS and a Masters in Financial Planning from SDSU. She is currently studying to attain the Certified Financial Planner (CFP®) designation. Amy thoroughly enjoys financial planning and the role it plays in helping people achieve their personal goals. Amy currently resides in central Minnesota. Besides spending time with her friends and family, she loves road trips, history, podcasts, and music.

Chaya Zelinger

Executive Assistant

Stephen Zelcer’s daughter, Chaya, joined the team in 2022, serving as Stephen’s executive assistant.  She directly manages communications, scheduling, and billing, with both Stephen’s clients and the Federal agencies we work with.
